so-so

Sarah Maclean says this is one of her top five of all time historicals, but I politely disagree. No WTOWT tension, no steam, and I haven't reached the plot yet (beyond "keep it secret, keep her reputation pure").

I'm going to finish, so it's NOT a pan, and some elements of the world are intriguing enough that they will turn into high action plot soon, but I wanted more earlier.
