There are many PKD tropes in this one: a fascist, dystopian propaganda state; a puppet president; parallel realities blending together; blurred & unreliable perceptions; casual misogyny; a downtrodden protagonist.
Unusual is a gelatinous alien which eats its own eyes.

I've not read PKD in too long.
Within the first pages the MC is doubting the reality of his existence thanks to a faulty subliminal propaganda computer causing him to dream he is actually a rat. In his waking existence, he doubts the reality of an offworld paradise, which millions have reached by one-way teleportation, & from which no-one returns. The relocation project is run by a government pledged to find a "final solution" to overpopulation.

This was the most confusing book I've ever read. It started out well with a great idea and then there seem to be gaps in the text making the story very difficult to follow. I'm not even sure which characters were on which planet as it felt like characters were moved at random. At one point a character is supposed to be on an 18 year journey by himself and then ends up on a different planet? It felt like there were pages missing from the book.
