In the post-apocalyptic world of the Empire, Jacks grows up on the streets of New London surviving as a pickpocket. Jacks meets Corry and Zira, the leaders of The Flames. The Flames wage a battle with the Empire, leaving lit candles in their wake as a symbol of their defiance.
