If I was rating just on political intrigue & covert ops, it would be a pick. Rapp's romantic entanglements dragged this down. I'm not opposed to seeing his personal life; it presents an opportunity for added depth & character development. But his romantic interests aren't well written & that distracts from a potentially interesting subplot. Reading 1 more in the series since my library hold already came in & then take a break from these for a bit.
